Baton Rouge, Louisiana -“ In a shocking security breach, a prisoner has fled an Louisiana correctional facility twice within the last year raising concerns about the security procedures and management in prisons throughout the state.
The inmate, who was identified as Carlos Jenkins, was reported to have escaped from the East Feliciana Parish Jail on Tuesday night in unconfirmed circumstances. Jenkins had previously escaped the same jail in the beginning of 2024 only to be resued after a few weeks.
Second Escape Raises Serious Questions

This latest jailbreak is causing an outrage from both local officials as well as civil rights activists. Jenkins 31, who was in custody for multiple offenses that included armed robbery as well as assault. Police have started an search for Jenkins and are asking people to report any reports of sightings.
“We are conducting a full investigation,” said Sheriff Jeff Travis. “This is not just an embarrassment — it’s a threat to public safety.”

History of Poor Oversight
The East Feliciana Parish Jail has been scrutinized before for its outdated facilities, understaffing, and a lack of surveillance. Following Jenkins’s first escape, the government of the parish promised improvements to stop such incidents from occurring again.
Evidently, these promises remain not fulfilled.
“This is a systemic failure,” Dr. Lisa Moreau, a Louisiana-based criminal justice expert. “If an inmate escapes twice from the same facility, it’s more than negligence–it’s a structural issue.”
